NRGI's Thomas Lassourd will participate in the panel "Resource Taxation in a Changing World" at the Annual General Meeting of the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development.

Four years on from the OECD Base Erosion and Profit Shifting (BEPS) project, the world is once again at the crossroads of fundamental global corporate tax reform. Motivated by the challenge of taxing the modern digital economy, the OECD has opened up a comprehensive review of international tax rules. This represents an important opportunity to rethink the existing tax system and address the root causes of BEPS, including in the mining sector. The panel will discuss novel approaches to resource taxation that aim to safeguard against BEPS, as well as the current proposals for global tax reform.

Moderator:
Alexandra Readhead, IGF Technical Advisor, Tax & Extractive Industries

Panelists:
  • Ann-Maree Wolf, Head of Tax, RioTinto
  • Norman Wingen, Advisor, Transfer Pricing Unit, OECD
  • Thomas Lassourd, Natural Resource Governance Institute
  • Margaret Moonga Chikuba, Chief Economist at the Ministry of Commerce, Trade, and Investment, Government of Zambia
