Ndiaye is based in Dakar and supports the efforts of the USAID TRACES program to enhance monitoring and evaluation and facilitate the transfer of knowledge.

Prior to joining NRGI, Ndiaye worked successively for USAID Election Support, USAID SPRING Nutrition, and USAID Democracy, Governance and Peace. He has also worked for major organizations like Ecole Nationale d’Administration (ENA), UNDP and the World Bank. With almost 30 years of experience, Ndiaye has expertise in developing management tools and monitoring and evaluation mechanisms.

Ndiaye holds a master's degree in economics from Cheikh Anta Diop University (UCAD), specializing in public policy analysis, and a degree in business administration from the University of Quebec at Rimouski. He has also taken various training courses in project monitoring and evaluation at CESAG in Senegal.
