The application period for the Asia-Pacific Extractive Industries Knowledge Hub two-week course, Advancing Accountable Resource Governance in Asia Pacific 2018, held from 8 to 19 January 2018 in Bangka Belitung, Indonesia, has closed.
About the course
A joint project of the Natural Resource Governance Institute (NRGI) and the University of Gadjah Mada’s Department of Politics and Government (PolGov), the hub has run this unique regional training since 2013, bringing together key actors involved in improving resource governance in the region, with an eye on transparency and accountability. It is designed for leaders from civil society, academia, media, governments, legislature, state-owned enterprises (SOEs), the private sector, and local communities. Participants will engage in interactive learning and comprehensive discussions that tackle the multiple challenges confronting the oil, gas and mining industries; the strategies employed to address them at the subnational, national and international levels; and practices that optimize their contributions to sustainable development.
Now in its fifth edition, this intermediate-level course exposes participants to the fundamentals in extractive decision chain, the frontier issues affecting the sustainability of Asia’s finite resources, the recent diagnostics, innovations and best practices to advance accountability of resource governance. With a revised curriculum, course topics include:
- Systematic assessment of the quality of resource governance in Asia Pacific
- Legal and fiscal frameworks of extractives
- Measuring the non-fiscal costs and benefits of extraction
- Managing expectations and conflict at the local level
- Macroeconomic framework and policy options to manage resource revenues at the national and subnational fronts
- Leveraging EITI, anti-corruption authorities and open data to combat corruption and address resource taxation flaws
- Advocacy approaches shaping policy and institutional reforms and durable practices
- Field visit linking participants with the stakeholders in the Bangka Belitung economy embarking on transitions from extractive revenue dependence
The course is offered to professionals and mid-level managers seeking to enhance their competencies as they engage in various reform efforts in resource governance. It is also designed as a platform for multi-stakeholder engagement and knowledge exchange. Applications from Myanmar, Indonesia, Philippines, Vietnam, Cambodia, and Timor-Leste are especially encouraged. Applicants from other Asia-Pacific countries and outside the region are also considered.
Application
Selection is competitive. Applicants must complete the application form and submit along with the following:
- Curriculum vitae
- Copy of passport
- Recommendation letter from supervisor or senior colleague
- A short video or essay (no more than 1,500 words) explaining your background, why the committee should choose you, and what contributions you can make to improving resource governance in your respective field after completing the course.

Course fee
Course fee is USD 2,300 inclusive of tuition, booklet, local transportation, meals, and accommodation (twin-sharing room) during the course. The fee does not include visa fees or airfare for the participant.
Scholarship
Ten full scholarships are offered to participants from Indonesia and Myanmar on a highly competitive basis. Full scholarships cover the above course fee, visa cost, and return airfare.
