Paul Bagabo

Senior Officer

Before joining NRGI, Paul was with the Uganda Ministry of Finance, Planning and Economic Development. While there, he worked on a competitiveness enhancement project as a senior policy analyst to ensure the concept of competitiveness was high on the government’s development agenda and budgetary expenditure framework. In addition, he identified and benchmarked competitiveness constraints and performance indicators against international best practice.

Prior to that, Paul worked at the Uganda Revenue Authority on the implementation of fiscal policy. Specifically, he was charged with assisting in the interpretation of the tax law; analysis of the impact of tax policies on competitiveness; and reviewing and monitoring tax administration for enhanced economic development.

Paul earned a Ph.D. and master’s in development economics from the University of Birmingham in the United Kingdom and a bachelor's from Makerere University, Uganda. He holds a Hubert Humprey Fellowship in tax policy from Michigan State University.
