En 2015, le parlement de la République démocratique du Congo a adopté une nouvelle loi créant 26 nouvelles provinces à partir des 11 provinces préexistantes. Cette évolution, désignée par le terme découpage, a également modifié les dynamiques parmi les bénéficiaires de certains revenus miniers. La présente note analyse le flux des revenus après le découpage et démontre qu’avec la nouvelle délimitation, les revenus miniers se concentrent dans trois nouvelles provinces de taille plus modeste. Elle explique le système de répartition des revenus en RDC et quelques-uns des défis de clarté et de transparence qui y sont associés. Finalement, elle applique les connaissances institutionnelles de NRGI en matière de bonnes pratiques de redistribution des revenus au niveau infranational au contexte du découpage de la RDC, et présente quatre recommandations qui pourraient permettre aux autorités locales nouvellement créées de mieux tirer parti des revenus infranationaux.
