First Global Conference of the Platform for Collaboration on Tax: Taxation and the Sustainable Development Goals

The Platform for Collaboration on Tax (PCT) will hold its First Global Conference on 14-16 February at the United Nations Headquarters in New York. The conference will focus on the key directions for tax policy and administration needed to meet the Sustainable Development Goals.

Speakers and participants will include senior country policy-makers, tax administrators, and representatives from academia, the private sector, civil society, donor organizations, and regional tax organizations. Conference sessions will cover: domestic resource mobilization and the state; the role of tax in supporting sustainable economic growth, investment and trade; the social dimensions of tax (poverty, inequality, and human development); tax capacity development; and tax cooperation.

NRGI senior economic analyst Thomas Lassourd will take part in a panel discussion on Wednesday, February 14, and lead a group discussion on Thursday, February 15. The panel discussion on Wednesday will explore explore the complexity of taxing natural resources, focusing mainly on petroleum extraction. Key issues include determining the appropriate government share of resource profits while encouraging investment in exploration and development; ensuring that the system is designed to respond to volatile changes in resource prices and project outcomes; striking the right balance between other tax revenues and receipts from natural resources; and appropriately designing the regime to minimize negative impacts on the population and the environment.
