Dr. Agatha Siwale-Mulenga is a public policy specialist and researcher with over ten years of experience in natural resource governance, development research, and domestic resource mobilization (DRM) in Zambia. She has held a range of leadership, research, and academic roles, including heading policy and research units within Zambian think tanks, leading donor-funded policy dialogue and advocacy initiatives, and lecturing in public policy and natural resource management in academic institutions.

She currently leads the Natural Resource Governance Institute’s work in Zambia, where she facilitates technical support, strengthens the capacity of state and non-state actors in resource governance, and contributes to policy reform efforts through strategic dialogue and stakeholder engagement.

She has a strong track record of translating empirical research into actionable policy insights, supporting reform processes with government, civil society, and development partners, and contributing to national and regional policy dialogue platforms on extractive sector governance and sustainable development.
