Patrick Stephenson is NRGI’s Country Manager for Ghana, where he oversees efforts to strengthen governance in the extractive industries, ensuring that the country’s mineral and energy resources drive sustainable, inclusive development. He leads stakeholder engagement with policymakers, civil society and communities to advance transparency, accountability and equitable management of natural resources. Based in Accra, he promotes policies that align resource governance with economic resilience and responsible energy transition pathways.

Patrick brings extensive experience in economic policy, fiscal governance and public-sector reform. He has led multidisciplinary teams across the private sector, civil society, international NGOs and government to design and implement actionable reforms. Before joining NRGI, he served as a senior research consultant advising on climate finance, energy transition, sovereign debt, and multilateral development bank pipelines. He has also held leadership roles at IMANI Center for Policy and Education, the Fiscal Governance and Policy Institute and the International Budget Partnership. He has consulted for the World Bank and UNDP and leverages his research background to inform public debate as a media practitioner.

His expertise spans fiscal policy analysis, extractive sector governance, legal research, and climate finance. Patrick serves on Ghana’s Green Economic Growth Policy Council, is a Fellow of the George Ayittey Society, a Mandela Washington Fellow (University of Delaware), and an active member of civil society coalitions on extractives, anti-corruption, and good governance, including the CSO Budget Forum.

He holds advanced degrees in Development Finance and Economics and a Bachelor’s degree in Law.
