NRGI Submission to the Sixth Just Transition Work Programme Dialogue: Minerals and Equitable Value Chains
NRGI submitted its views to the UNFCCC ahead of the Sixth Dialogue of the United Arab Emirates Just Transition Work Programme (JTWP), held in Baku, Azerbaijan, on 10–11 September 2026. The dialogue focused on just transition pathways for the industry sector, including technology, innovation and equitable value chains.
Drawing on our work in resource-rich low- and middle-income countries, the submission examines how mineral-producing countries can translate growing demand for transition minerals into lasting development benefits. It explores opportunities to retain more value through mineral processing and related industries, while addressing economic risks and environmental and social harms.
NRGI identifies priorities for national action and international cooperation:
- Ground mineral value addition strategies in national development goals, economic feasibility, market analysis and rigorous assessment of costs and benefits.
- Involve citizens in decision-making, protect community rights and tackle corruption.
- Provide technical and financial support to strengthen national strategies, institutions and regulatory capacity.
- Ensure mineral-producing countries help shape international rules and partnerships affecting their development prospects.
The submission also considers how the JTWP and the Just Transition Mechanism can support these efforts through finance, technology transfer and institutional capacity building.
