How countries govern their oil, gas and mineral wealth defines whether those resources build inclusive, resilient and prosperous societies, and support just energy transitions — or deepen inequality, conflict and instability. This year, as NRGI marks its 20th anniversary, we're launching the Resource Governance Assessment (RGA): a new framework providing a comprehensive, independent understanding of governance across the mining, oil and gas decision chains.

Why a new assessment?
Resource governance has changed significantly over the past two decades. Debates once centered on revenue management, taxation and transparency. Today, the lens is much wider — resource-rich countries are making decisions across interlinked spaces that will shape their economies for decades, from approving new extraction projects to determining how communities share in benefits and how the energy transition reshapes their prospects.
The RGA builds on the legacy of NRGI's Resource Governance Index (RGI), published in 2012, 2017 and 2021. As governance challenges became more complex, a single global index tied to a specific point in time could no longer capture the full picture. The RGA responds with a more flexible, country-specific framework.
What does the RGA assess
The RGA assesses governance across the decisions that shape how countries manage their oil, gas and mineral resources. It looks beyond individual policies or institutions to examine the governance systems that influence outcomes across the entire resource decision chain. To do this, the framework is organised into four complementary components:
Together, these four components provide a comprehensive picture of resource governance, helping identify where governance is working, where gaps remain and where reform is most needed.
