The climate obstructionism of One: Pemex and the case of Mexico

The ninth Global Summit of the Open Government Partnership (OGP) kicked off, bringing together more than 2,000 high-level representatives from governments, civil society leaders, and policymakers from around the world. Their goal was to share experiences, best practices, and progress on open government initiatives, and to evaluate their implementation on key issues.
As part of the summit's events, Fernanda Ballesteros, NRGI's Country Manager for Mexico, took part in the side event titled Undue Influence and Policy Capture in the Energy Transition: New Tactics, New Remedies, New Alliances.
The need to tackle climate change and speed up the energy transition is more urgent than ever. Yet, by 2025, the hijacking of transition policies has become a powerful phenomenon that demands immediate attention, in-depth analysis, and innovative solutions.
Fernanda contributed to the debate by explaining the governance challenges and complex interests involved in the case of the Mexican oil company Pemex, as well as proposals to strengthen accountability.
In this context, she addressed the coherence between Mexico's climate and energy policies, and explained how including Pemex in the country's new NDC (Nationally Determined Contribution) is an opportunity to build a more just and transparent future, aligned with the global call to leave fossil fuels behind.
