The Role of NNPC in Nigeria’s Energy Transition

The Nigerian National Petroleum Company Limited (NNPC) is one of the most consequential actors in Nigeria’s energy sector. Its investment and commercial decisions influence the development of the country’s petroleum and gas infrastructure and its contribution to initiatives such as the federal government’s Decade of Gas. As Nigeria seeks to expand energy access, support industrial development and advance its climate objectives, what role could NNPC play in the country’s energy transition?
The Centre for Petroleum, Energy Economics and Law (CPEEL), the Centre for Energy, Finance and Development (CEFD) and the Natural Resource Governance Institute (NRGI) will bring together representatives from government, NNPC, civil society and the policy community to examine this question. The discussion will draw on new policy research examining where NNPC has the capabilities and commercial rationale to contribute to Nigeria’s energy transition and the institutional conditions needed for the company to play these roles effectively.
Participants will consider potential areas for NNPC’s involvement, including power-sector development, clean energy investment and new low-carbon value chains. They will also examine the boundaries of the company’s role, the responsibilities of other public institutions and the private sector, and the financing, governance and accountability arrangements needed to ensure that diversification initiatives are commercially credible and contribute to Nigeria’s wider development objectives.
