Financing Nigeria’s Energy Future: Closing the Gap Between Policy Commitment and Public Investment

Nigeria has set ambitious goals for renewable energy, climate action, and the broader energy transition. Yet financing has not kept pace with these commitments. Public spending remains heavily constrained, investments in renewable energy and climate-resilient infrastructure remain limited, and gaps in budget execution continue to slow progress.
The challenge is not only about how much funding is available. It is also about how Nigeria’s public finance systems work where budgeting processes are often insufficiently aligned with climate priorities, climate finance remains fragmented and difficult to track, and limited transparency around the allocation and use of energy-sector resources makes it harder to translate policy ambition into tangible outcomes.
To address these challenges, BudgIT, NRGI and the Resource Justice Network are convening the Sustainable Energy Summit 2026, themed "Financing Nigeria’s Energy Future: Closing the Gap Between Policy Commitment and Public Investment," bringing together government representatives, development partners, private-sector actors, civil society, media, and researchers to examine how energy policy commitments, public budgeting, and climate-finance flows interact.
The conversation will focus on:
- How public budgets are supporting or falling short of supporting Nigeria’s energy priorities.
- How climate-finance flows and mechanisms connect with domestic public-finance systems.
- The institutional and political-economy factors shaping investment and spending decisions.
- Opportunities to improve transparency, coordination and implementation.
- Practical pathways for translating policy commitments into better financing outcomes.
