Sam Bhutia
Senior Economic Analyst
Sam Bhutia is a senior economic analyst at the Natural Resource Governance Institute (NRGI). He supports NRGI’s work on the energy transition and fossil fuels, with a particular focus on the governance of public-sector entities in oil- and gas-producing countries.
Before joining NRGI, Sam worked with the International Monetary Fund, the World Bank, and the Economist Intelligence Unit. His experience includes macroeconomic diagnostics, economic forecasting, policy analysis and private-sector development advisory, with a regional focus on resource-rich countries in Eastern Europe, Central Asia and sub-Saharan Africa, including Nigeria. He has also analyzed business environments and sovereign credit risk.
Sam holds degrees from St. Stephen’s College, University of Delhi; the Barcelona School of Economics; the London School of Economics and Political Science; and the University of Cambridge. He speaks Nepali, Hindi and Bengali, and has additional proficiency in Spanish, French, and Russian.
