At COP31, NRGI will focus on how resource-rich developing countries can navigate the energy transition while strengthening public finances, creating economic opportunities and delivering benefits for their people.

COP31 meets in Antalya from 9 to 20 November at a difficult moment for global climate action. A diverse NRGI delegation will be in Turkey to follow and help shape the negotiations. We will share research, analysis and perspectives in support of outcomes that help resource-rich developing countries define and navigate their own energy and economic transitions while contributing to a fair and orderly global energy transition for people and the planet.

We are focused especially on the establishment of the new Just Transition Mechanism, opportunities to advance global governance of transition minerals, discussions on roadmaps for equitably transitioning away from fossil fuels, and the COP31 Presidency’s proposed target to raise electricity’s share of final energy demand to 35 percent by 2035.

Through hosted events, speaking slots and bilateral meetings, we will bring our deep knowledge of realities in resource-rich developing countries to bear on questions including:

  • Are the special challenges and priorities of low- and middle-income producer countries – including the central role of national oil company transformations – adequately reflected in emerging frameworks for transitioning away from fossil fuels?
  • Why are critical energy transition minerals so often left out of the conversation when electrification, renewable energy deployment, and energy efficiency targets hinge on their stable and growing supply, and how can countries turn the wealth below the ground into lasting, inclusive benefits for the communities above it?
  • How can resource-rich developing countries map out and deliver their own just transitions, including at sub-national level, so they deliver more resilient public finances alongside inclusive economic opportunities and greater benefits for their citizens – and what must wealthy countries do to support them?
